U.S. Senate Climate Bill To Focus on CO2 Cap on Utilities

After a meeting between President Obama and a bipartisan group of U.S. senators, leading Senate proponents of climate and energy legislation say the only climate bill with a chance of passage this year would be a measure placing a cap on the carbon dioxide emissions of electric power utilities.

At least two Republican senators — Susan Collins and Olympia Snowe, both of Maine — involved in Tuesday’s meeting with Obama said they would support placing a cap and price on the CO2 emissions of utilities, provided that most or all of the proceeds were rebated to taxpayers.

A key sponsor of climate and energy legislation in the Senate, John Kerry (D-Mass), suggested he might be willing to drop his move to place a cap and a price on CO2 emissions throughout the economy in favor of a more limited bill capping the emissions of electric utilities.

Deal on Senate Climate Change Bill Close

WASHINGTON (Reuters) – The Senate is close to wrapping up talks ahead of introducing a compromise climate change bill, said a top Democratic lawmaker who discussed ideas with industry groups on Wednesday.

“We’re planning to button up our efforts somewhere I hope next week,” Senator John Kerry told reporters after meeting with a coalition that represents automakers, forestry and paper companies, Big Oil, steel, mining, electricity and others.

Kerry is working with Republican Senator Lindsey Graham and independent Senator Joseph Lieberman on a bill to require U.S. industry to cut emissions of carbon dioxide and other greenhouse gases associated with global warming.

Kerry Says Cap and Trade Should Take Backseat to Pollution

Speaking with young climate activists on a conference call last Tuesday night, U.S. Senator John Kerry (D-Mass.) said that even though the timing of his climate bill was tricky, it is doable.

Senator Kerry, co-author of the Clean Energy Jobs and American Power Act along with Senator Barbara Boxer (D-Cali.), told the young leaders that he was confident the Senate would vote on a climate bill before the upcoming Copenhagen COP-15 climate talks in December, but he also tempered his optimism with a note of caution about what would kind of agreement would actually be reached at Copenhagen.

“I don’t expect Copenhagen to come up with a full treaty,” said Kerry, citing the short amount of time the negotiating teams will have to hammer out the technical specifics of a plan. Kerry said the important part would be agreeing to strong political targets and that the technical specifics could be hammered out in upcoming meetings.

Nuclear Power Debate: 350 Movers, Pragmatic Greens & Fearful Opponents

First, take a deep breath. It is difficult to do when it is your life and career day-in and day-out, but every once in a while, all of us moving in the clean tech space should stop and reflect on the breakneck pace at which everything around us is moving: technology, regulation, public awareness. Sure, maybe climate change legislation will not be through the Senate in time for Copenhagen (or at all this year, or even this Session), but that was an ambitious (and partly arbitrary) timeline. On the brighter side, today’s public discourse and political will on renewable energy and climate change would have been inconceivable among anyone but the green elite even five years ago.

Still, I cannot help but notice that one not-so-novel technology is getting a lot of renewed attention these days: nuclear power. Sure, in the industry we’ve all bought into the CW that “nukes are back,” but it always been accompanied by a “sort of” at the end. Microreactor technology has been a consistent “yeah, but” in that developing conversation. Then in their NYT Op-ed, Senators John Kerry and Lindsey Graham blew the lid off of things with a commitment to good old-fashioned conventional nukes (alongside a commitment to drilling and clean coal that threatens to turn the Senate bill into little more than a symbolic accopmplishment).

Pickens to Obama: think big

Until recently, T. Boone Pickens was better known for greenmail than green energy. Pickens – oilman turned corporate raider – leveraged Mesa Petroleum and Michael Milliken’s junk bonds to make billions during the 1980’s hostile takeover craze.

But with his recent $10 billion tilt toward Texas wind farms and solar, who’s to say whether Pickens is an energy visionary or just the consummate frontrunning egomaniac? One thing is certain: Pickens has always had a plan, and he’s been spotting trends and making fortunes in energy for over half a century.

The “Pickens Plan” is basically a $58 million marketing campaign to wean the US off foreign oil within 10 years by using natural gas for vehicles, and wind and solar for utilities – and for Pickens to receive as much credit for it as possible.

Can a virtual cleantech conference replace a handshake?

What first sounds ironic makes sense at second sight: Instead of having to fly thousands of miles to get to a conference, participants save energy and costs by simply staying where they are. The Virtual Energy Forum makes it happen by choosing the internet as its event location. No expensive plane tickets, cab rides and hotel rooms are necessary to attend the event, thereby reducing not only the carbon emissions, but also the expenses typically involved in a global conference like this. Cheaper, more efficient and less impact on the environment? What an example of CleanTech!

CleanTech at work

CleanTech products and services are based on innovate technologies that optimize the use of natural resources by offering cleaner or less wasteful and more economic alternatives to traditional products and services. In that context, The Virtual Energy Forum makes great economic sense – for both participating companies and attendees – as investments are smaller and opportunity costs lower than at a traditional conference. The forum is expected to have 5,000 attendees and save 6,500 tons of CO2 emissions (or 14.5 million pounds) that would be generated by travel and production for a conventional event of that size. The environmental impact and the cost for participating in the online event is tremendously low.
