India Coal Company Bags 709 MW Solar In Auction

NLC India Limited, a coal mining and power generation company in India, has taken perhaps its largest set towards a greener and sustainable future after successfully participating in one of the largest solar power auctions in the country.

NLC India, formerly Neyveli Lignite Corporation, recently secured rights to develop 709 megawatts of solar power capacity in the Indian state of Tamil Nadu. The company shall receive Rs 3.47/kWh (5.4¢/kWh) as tariff, likely under a long-term power purchase agreement spanning 25 years.

NLC India had offered to build the entire 1.5 gigawatts of solar power capacity offered in the tender by Tamil Nadu Generation and Distribution Corporation (TANGEDCO) at a tariff of Rs 3.97/kWh (6.1¢/kWh). The company agreed to match the lowest tariff offered in the auction and will now develop 709 megawatts.

Participation in the tender is part of NLC’s overall strategy to move towards a sustainable energy future with reduce share of lignite mining and coal-based power generation. The company plans an investment of Rs 17,400 crore ($2.7 billion) to set up 4.2 gigawatts of renewable energy capacity. This includes around 4,000 megawatts of solar power and 200 megawatts of wind energy capacity.

The company plans to set up 995 megawatts solar power capacity each in the states of Tamil Nadu and Uttar Pradesh. Projects in the both the states are expected to be commissioned in 2019.

NLC India has floated a tender to set up 500 megawatts solar power capacity in Tamil Nadu in December 2016. Details of result of this tender are scarce but Gamesa was reported to have had quoted the lowest bid for 100 megawatts capacity.

In August last year, the company announced that it started construction of a 65 megawatt solar power project at Neyveli in Tamil Nadu. The project has long-term power purchase agreement with TANGEDCO.

Moving forward with its stated target to aggressively add solar power capacity, Indian coal mining company NLC  has issued a tender to set up 500 megawatts in the state of Tamil Nadu.

Each project shall have a minimum capacity of 50 megawatts each and no more than 10 projects shall be set up. Developers shall have 12 months from the date of project being awarded to commission the projects.

Developers shall be free to use either Indian-made solar modules or imported modules at their projects.

Power generated from the projects shall be sold to the state utility of Tamil Nadu under a long-term power purchase agreement. Developers shall be responsible for operation and maintenance for a period of 15 years.

Neyveli Lignite Corporation or NLC Limited has set a target to install 4,000 megawatts of solar capacity in the states of Tamil Nadu, Karnataka, Kerala, Telangana, and Rajasthan. These projects would be implemented under the National Solar Mission scheme announced by the central government.

NLC recently quashed plans to set up a large solar power project in Rajasthan due to low demand from the state utilities. It is unclear if Tamil Nadu utility shall procure the entire 500 megawatts as it has already signed power purchase agreements with several solar power projects.

NLC currently operates 10 megawatts of solar power project and has 65 megawatts under construction.

India’s publicly-owned lignite mining and power generation company NLC India Limited, formerly Neyveli Lignite Corporation Limited, has announced commencement of construction activities at its third solar power project of 65 MW capacity at Neyveli.

This announcement was made by Sarat Kumar Acharya, Chairman and Managing Director of NLC India Limited to formally kick-start the construction activities on 65 MW solar project. The power plant will be built on an area of 325 acres and would entail an investment of Rs 350 crores (US$52 million). The project is expected to be commissioned in first week of June 2017.

The project will consist of approximately 238,000 solar photovoltaic modules with power generating capacity between 280-310 watts each. Electricity generated from the project will be fed to Tamil Nadu Generation and Distribution Corporation (Tangedco). The engineering, procurement and construction for the project has being undertaken by Bharat Heavy Electrical Limited (BHEL).

The construction of this project is part of company’s ambitious plan to establish 4,000 MW of solar power capacity in the states of Tamil Nadu, Karnataka, Kerala, Telangana and Rajasthan. These projects would be implemented under the National Solar Mission scheme announced by the central government.

The company has been slowly increasing its renewable energy portfolio. The company’s first solar project of 10 MW capacity got commissioned in September last year. Also, construction for the second solar power project with a capacity of 65 MW commenced in July this year. Jakson Engineering Limited is the engineering, procurement and commissioning contractor of the second solar power project.

Leading lignite mining company in India Neyveli Lignite Corporation has announced another major solar power project.

Tamil Nadu-based lignite mining company Neyveli Lignite Corporation (NLC) Limited had announced plans to set up 300 MW solar power project in the eastern state of Odisha. The project is the latest to be announced by the company in its plan to set up 1 GW solar power capacity.

The company is looking to set up the project alongside a 1 GW solar power park being planned by the state government. The possible advantage could be the ready availability of transmission and power evacuation infrastructure.

Still, the final project site has not yet been decided. The company has also not provided estimate project cost. However, as per the latest tariff regulations issued by the Central Electricity Regulatory Commission the capital cost of solar PV projects is around Rs 5.30 crore (US$790,000) per MW. This puts the total cost of the project at around Rs 1,600 crore (US$238 million).

Neyveli Lignite, a government-owned entity, is working to set up large-scale solar power projects as per directions issued by the government. The upgraded National Solar Mission has a that of 100 GW installed solar power capacity by March 2022. The government has roped-in several public sector companies with large unused parcels of land and surplus cash on balance sheets to contribute towards this target.

NLC, last year, announced plan to set up 4,000 MW of solar projects across various states of India. The project would entail an investment of up to $4.6 billion. The proposed projects would be set up in the states of Tamil Nadu, Karnataka, Kerala, Telangana and Rajasthan.
