After long and diligent work, my own Commonwealth of Pennsylvania announced last week that it had successfully bundled 4,700 residential energy efficiency loans, and obtained $23 million in cash and $8.3 million in deferred payments, for a projected total of $31.3 million. As we all learned in kindergarten, every snowflake is unique. Now, studies have shown that is not entirely true (see here if you are marginally interested in the science of snowflakes), but close enough.
Uniqueness may be good for snowflakes, but lousy for financial transactions. At least part of the problem
