Four Democratic Senators Want Cap-and-Trade Bill to be Postponed

Four Democratic U.S. senators are calling on their leadership to pass legislation setting renewable energy targets but to postpone the key element of a major climate and energy bill, which would put a cap and a price on carbon dioxide emissions.

The move by the senators — Blanche Lincoln of Arkansas, Ben Nelson of Nebraska, and Kent Conrad and Byron Dorgan, both of North Dakota — could pose a major challenge for cap-and-trade legislation that was passed by the House of Representatives in June and is now before the Senate.

Referring to the renewable energy and cap-and-trade provisions, Sen. Lincoln told Bloomberg News,

Global CO2 Emissions Rose by Nearly 2 Percent in 2008

Despite a global recession, carbon dioxide emissions rose by 1.94 percent in 2008 to 31.5 billion tons, the 10th straight year of significant increases, according to the German renewable energy institute, IWR.

The institute calculated the increase using official government figures, noting that CO2 emissions have risen by 40 percent since 1990 — the year against which emissions reductions were to be measured for the 1997 Kyoto Protocol limiting greenhouse gases.

Energy Tax Credits for Storage Technology Benefit Renewables Industry

When Congress returns from its summer vacation it will consider legislation that could energize investment in renewable energy projects with an almost “cash for clunkers”-like fervor.

Like the cash for clunkers legislation (and American Idol, and The Office), a feed-in tariff bill would be a ripoff of a European idea modified for American consumption. Bills that would require utilities to pay a premium for renewable power have been tried and failed here before, but the time (and composition of the Congress) may be right for the fight to take flight.

Introduced by Democratic Senators Jay Inslee (WA) and Bill Dellahunt (MA), the bill would guarantee a market for the renewable power projects and would do much to calms fears in today’s skittish investment arena. Feed-in tariffs have been overwhelmingly successful in Germany and Spain, basically creating the solar industries in both those countries.

Because a feed-in tariff promises American jobs and reduces foreign energy dependency, Congress will likely give the idea more of a fair hearing when the leaves begin to turn in DC.

Heat Wave Demonstrates Limitations to Wind Power

The Pacific Northwest just finished four days of triple digit temperatures, which put the heat on renewable energy sources to keep up with demand. Just as records were being set for power consumption, wind power generation slowed due to the calm air from the locked-in high pressure system.

The extreme weather highlights the reality that wind — and to a lesser extent hydropower — may not be a panacea for power production.

Southern Washington and the Portland metro area had a record breaking streak of warmth that pushed energy demand to record highs, but the high pressure system also featured calm breezes. The local utility Bonneville Power Administration (BPA) had to quickly balance the reduction in wind power with increases in hydropower.

The Locavolts movement: Grid-connected solar power & wind farms

The “locavore” movement is big, especially in California. With the bounty of food found locally in the Bay Area, living off the land — and sea — is not only possible, but also a delicious exercise.

But there’s another, less obvious, revolution brewing here in the Bay Area: the “locavolt” movement. In response to high gasoline and natural gas prices, global warming and an increasingly unstable, scary world, people are looking to generate power right in their own homes and neighborhoods with free energy from nature.

Technology advances in computers, telecommunications, generators, inverters, and even cars, are all giving the locavolt new tools to harness renewable energy and lead a fairly normal life.

Within the next few years, plug-in hybrid cars in California will be able to serve as a mini-power generator for your home and store renewable energy from your solar photovoltaics system or your small wind turbine. Plug-in hybrids may also help balance out a smarter electricity grid capable of easily sending power back and forth between generators and consumers, much like we send and receive e-mails on the Internet today.

Sonia Sotomayor on the Environment and Energy

The “meltdown” that Sen. Lindsey Graham (R-SC) mentioned as the only possibility to derail Judge Sonia Sotomayor’s nomination to the Supreme Court never materialized during last week’s hearing, and with approval a near certainty, a lot of observers are taking a closer look at what Justice Sotomayor might mean to the Court’s environmental jurisprudence.

Jennifer Koons published a wrap-up of the environmental scuttlebutt from the hearings on Friday at Greenwire. The piece touches on the key cases and questions surrounding them. The key lies in unpacking a comment made by Sen. Arlen Specter (D-PA) when he asked how Sotomayor felt about the Court’s 6-3 reversal of her decision in Riverkeeper v. EPA.

Hydrokinetic Technologies: Will the U.S. Lose Ocean Energy to Europe?

The earth is the water planet, so it should come as no great surprise that forms of water power have been one of the world’s most popular “renewable” energy sources. Yet the largest water power source of all – the ocean that covers three-quarters of earth – has yet to be tapped in any major way for power generation. There are three primary reasons for this:

The first is the nature of the ocean itself, a powerful resource that cannot be privately owned like land that typically serves as the foundation for site control for terrestrial power plants of all kinds;

The second is funding. Hydropower was heavily subsidized during the Great Depression, but little public investment has since been steered toward marine renewables with the exception of ocean thermal technologies, which were perceived to be a failure.

The third reason why the ocean has not yet been industrialized on behalf of energy production is that the technologies, materials and construction techniques did not exist until now to harness this renewable energy resource in any meaningful and cost effective way.

Oil, Waxman-Markey & Obama’s Advantage on Climate Change

It is worth taking a minute to run over to National Journal Online’s Energy-Environment blog to read their ongoing discussion, entitled “Running in Place.” The series reflects on progress made in energy-environment policy in the last thirty years, since President Carter committed that we would never again import as much oil as we did in 1979.

Obviously, Carter could not bring that to reality, and we now import three times as much oil as we did when those words were uttered (from a little over a million barrels a year then to 3.5 M bpy today). “Running in Place” brings together leaders from the energy industry, policymakers and environmental advocates to analyze what has gone right, what has gone wrong, and what needs to happen going forward.

T. Boone Pickens – greedy capitalist or caring environmentalist?

What would you do if you were worth $3 billion? T. Boone Pickens? Propose to build one of the largest wind farms in Texas, of course!

T. Boone Pickens, American financier and Chairman of BP Capital Management, ironically grew his wealth initially through mergers and acquisitions of oil and gas companies. From there, Pickens expanded his company, Mesa Petroleum, to be one of the largest independent oil companies in the world by 1981.

With his continued success came much criticism. During his peak, Pickens has been accused of being a “corporate raider” – investors who essentially direct or execute a hostile takeover of a company, often with the agenda of breaking up and selling various assets of the company to gain large profits. Though most of his attempts at corporate raiding failed, his endeavors drove the targeted company’s stock up, making Pickens and other investors millions of dollars.

Airlines & Oil Barons in Fear of High Speed Rail: The South Central Corridor

Texas is a major battlefield in the fight between high speed rail advocates and opponents. The lone star state is the home base for many of the forces that are against the development of passenger rail in the United States. The “big three” opponents of high speed rail are all located in Texas and have been successful in preventing better passenger train construction for decades. This group consists of:

1. Texas is firmly a “red state” that is home to many members of the Republican Party political elite. This includes the family of Bush 43 (now retired into a private residence in a Dallas suburb), Rick Perry (state governor who made headlines promoting the idea of succession from the Union) and two Republican senators – John Cornyn and Kay Bailey Hutchison. Republicans have proven themselves, by their legislative record and public statements, to be against passenger rail investment.

What is the Gigaton Throwdown?

The Gigaton Throwdown Study was launched as a Clinton Global Initiative in 2007. It was started as a project to educate and inspire entrepreneurs, investors, and policy makers to think big about solving the climate crisis. It was an effort to answer Sunil’s question, “What does it take to make a difference with clean energy technology?”

Obama Flexing Executive Muscle for Renewable Energy

Ken Salazar's solar array and cowboy hat combo should be more common under the plan announced yesterday for the Southwest

Yesterday’s big announcement by Interior Secretary Ken Salazar heralded what may be a new era for solar power, as thousands of acres of federal land in six Southwestern states were set aside to become a special federal solar energy zone designed to facilitate siting, construction and deployment of as much as 70,000 MW of new solar capacity.

Today, it is wind’s turn in the sun. The front page of the Boston Globe and local broadcast reports are abuzz with the news that Governor Deval Patrick’s administration has released a new plan to re-zone state coastal waters to better balance the need for marine ecological protections with the hope that Massachusetts can harvest more of its offshore wind as useful electricity.

In the absence of all of the plan’s details (a full presser was scheduled for the afternoon of July 1 at the New England Aquarium in Boston), the media has already shifted to score-keeping. There is at least one clear loser, as the plan deals a death blow to a particular Buzzards Bay proposal for 300 MW of offshore wind. The wind farm would sit in what is now a restricted area.

Cap-and-Trade or Trade War: Obama Wants Tariff Out of Climate Bill

Like many of you, I am counting down the days to Copenhagen, even making my own sort of clean energy geek’s version of an Advent calendar and putting up an LED-bedecked tree (sustainably-harvested, of course).

But, I’m beginning to worry that we won’t get there before a trade war erupts over the last-minute amendment inserted into Waxman-Markey before Friday’s 219-212 passage of the bill. According to several sources, President Obama is worried too.
