China’s Sany Plans 1 GW Renewable Energy Capacity In India

Chinese industrial group Sany has announced plans to set up large-scale wind and solar power projects in India.

According to media reports, the group has signed a memorandum of understanding with the state government of Gujarat to set up 1 GW of wind and solar power capacity between 2017 and 2022. In addition to power projects the company shall also set up manufacturing facilities for wind energy equipment.

The total investment planned by Sany in the state’s clean energy and infrastructure development is $2 billion.

The group had announced similar plans last year following discussions with the Indian Prime Ministry Narendra Modi. At that time Sany had expressed plans to set up 2 GW renewable energy capacity in the states of Maharashtra and Andhra Pradesh at a total investment of $3 billion.

Several Chinese companies have announced partnerships with Indian companies. In July 2015, Zhenfa New Energy Science and Technology signed an agreement with Rolta Power to set up 2 GW of solar power projects by 2020, with a total investment of $2.03 billion. JA Solar entered an agreement with Essel Group to set up 1 GW manufacturing facility for solar cells and modules, while Hareon Solar announced partnership with ReNew Power to invest in and supply solar modules.

200 MW Capacity Auctioned For India’s Charanka Solar Power Park

Expansion of the Charanka solar power park is set to begin as fresh capacity has been auctioned by the central government.

The Solar Energy Corporation of India recently auctioned and allocated 200 MW solar PV power capacity that will form part of the Charanka solar power project in Gujarat. The auction was held under the National Solar Mission phase II batch IV that provides projects developers with capital cost support at fixed tariff.

Two projects of 40 MW capacity each were secured by government-owned Gujarat Industries Power Limited. The company sought capital cost support of Rs 67.99 lakhs/MW (US$101,810/MW) and Rs 69.75/lakhs per MW (US$104,446). The total capacity cost for the project is expected to be around Rs 5.30 crore/MW (US$793,640/MW).

Another 40 MW project was secured by renewable energy IPP Orange Renewables which quoted a bid of Rs 70.25 lakhs/MW (US$105,344/MW).

Two 40 MW projects have reportedly been allocated to Mahindra Renewables, part of the Mahindra & Mahindra industrial conglomerate. One of the projects is to be developed using Indian-made solar PV modules only. Interestingly, the company placed the same bids for both the projects – Rs 77.77 lakhs/MW (US$116,455/MW).

All the projects will sign power purchase agreement with the Solar Energy Corporation of India for a period of 25 years at a fixed tariff of Rs 4.43/kWh.

The projects will expand the Charanka solar power project in Gujarat which has an installed capacity of 345 MW. The park currently includes projects that were allocated under the Gujarat Solar Power Policy 2009. The projects allocated by SECI will be the first to be commissioned under a central government policy at the park.

More Indian States Plan Canal-top Solar Power Projects

Following Gujarat’s lead in implementation of innovative canal-top solar power projects other Indian states are also looking to set up similar projects.

According to recent media reports, states of Punjab and Andhra Pradesh have announced commissioning of canal-top solar power projects. The Punjab government commissioned two projects with total installed capacity of 5 MW. Andhra Pradesh commissioned 400 kW project and is supplying power to 5 villages.

While the capital cost involved in implementation of such projects is significantly higher than the utility-scale or even rooftop projects, there are other benefits of canal-top solar power projects. Th most important being reduced loss of water from evaporation.

Indian states and companies have announced ambitious plans to set up canal-top solar power projects. In 2014, Punjab announced plans to set up 1,000 MW of solar PV projects to cover several kilometres of canals over the next three years. The state government targets to cover 5,000 km of canals across the state. Through this program, the government hopes to generate 15% of the state’s total electricity demand.

More recently, Maharashtra State Power Generation Company Limited (Mahagenco) floated tenders for the preparation of detailed project reports for setting up solar power projects over water bodies in the state. The company plans to set up 1,250 MW solar power capacity over canals, lakes and reservoirs.

In 2014, the Ministry of New & Renewable Energy (MNRE) had issued guidelines to set up 100 MW solar power capacity (PDF) over and along the canals in the country. The program will see solar photovoltaic power projects of capacity 1 to 10 MW installed over canals and on the banks of the canals in India.
