Indian State Of Gujarat Floats 1 Gigawatts Renewable Energy Tender

Perhaps for the first time the Indian state of Gujarat will auction renewable energy projects under its state policy when it puts on the block 500 megawatt solar and wind energy capacity next month.

The Gujarat Urja Vikas Nigam Limited (GUVNL) recently issued request for selection documents for 500 megawatt solar and 500 megawatt wind energy capacity. The capacity will be allocated through competitive auctions in mid-July. This will mark the first Gujarat will auction utility-scale solar power projects and the first time ever a state would auction wind energy capacity in India.

Gujarat is among the leading states in terms of operational solar and wind energy capacities, yet it has probably never auctioned any projects under the state policy.

Gujarat hosts India’s first and one of the largest solar power projects in the country – the Charanka solar power park. The state’s total installed solar power capacity stands at just over 1,250 megawatts. It is also among the leading states in terms of installed wind energy capacity at 5,339 megawatts.

Power generated from the projects allocated through the auctions will be sold to state-owned power utilities in the states for the fulfilment the of renewable purchase obligation.

Since Gujarat already has substantial renewable energy capacity operational it is very likely that these auctions could see highly competitive bids from project developers. Long-term PPAs with state-owned utilities would also give confidence to the bidders. Gujarat’s power utilities have been ranked among the best performing in the country by the central government’s Ministry of Power.

Public-sector companies will have 15% reserved capacity in solar as well as wind energy tenders. This could possibly mean that 75 megawatts of solar power capacity could be based on Indian-made panels.

With the Indian government planning to organised an increasing number of reverse auctions for wind energy projects, several states are rethinking whether to continue with the feed-in tariffs at all.

Karnataka has become the latest state to ask its power utilities not to sign any new power purchase agreements with wind energy developers at feed-in tariffs. Regulatory bodies in Indian state have asked power utilities to procure wind energy only up to the renewable purchase obligation targets and no more.

The Karnataka Electricity Regulatory Commission had set the feed-in tariff for wind energy projects as Rs 4.50/kWh (7.0¢/kWh) till October 2018. However, the recent auction conducted by the central government saw developers willing to pay as low as Rs 3.46/kWh (5.4¢/kWh). According to media reports, the commission believes a tariff of Rs 3.61/kWh (5.6¢/kWh) is more acceptable.

States of Gujarat and Andhra Pradesh have declined to sign any fresh power purchase agreements with wind energy project developers. The power distribution companies in these states have expressed reluctance to the respective regulatory bodies in signing PPAs at feed-in tariffs higher than the recently discovered tariffs.

Four companies – Mytrah Energy, Green Infra (owned by Sembcorp), Inox Wind and Ostro Energy were awarded 250 megawatts capacity each while Adani Green Energy secured rights to develop 50 megawatts capacity.

India plans to have an installed wind energy capacity of 60 gigawatts by March 2022 while the current installed capacity is just over 32 gigawatts. To achieve that target, the Ministry of New & Renewable Energy shall auction five to six gigawatts capacity every year. One gigawatt capacity has already been auctioned while the Ministry is expected to put on the block an additional four gigawatts capacity by March 2018.

China’s Sany Plans 1 GW Renewable Energy Capacity In India

Chinese industrial group Sany has announced plans to set up large-scale wind and solar power projects in India.

According to media reports, the group has signed a memorandum of understanding with the state government of Gujarat to set up 1 GW of wind and solar power capacity between 2017 and 2022. In addition to power projects the company shall also set up manufacturing facilities for wind energy equipment.

The total investment planned by Sany in the state’s clean energy and infrastructure development is $2 billion.

The group had announced similar plans last year following discussions with the Indian Prime Ministry Narendra Modi. At that time Sany had expressed plans to set up 2 GW renewable energy capacity in the states of Maharashtra and Andhra Pradesh at a total investment of $3 billion.

Several Chinese companies have announced partnerships with Indian companies. In July 2015, Zhenfa New Energy Science and Technology signed an agreement with Rolta Power to set up 2 GW of solar power projects by 2020, with a total investment of $2.03 billion. JA Solar entered an agreement with Essel Group to set up 1 GW manufacturing facility for solar cells and modules, while Hareon Solar announced partnership with ReNew Power to invest in and supply solar modules.

India’s Torrent Power Inks Agreement For 197 MW Wind Energy Capacity

Early signs of persistent growth in the Indian wind energy market are visible as private sector companies in India continue to push for capacity addition.

Gujarat-based Torrent Power has signed an agreement with leading wind turbine manufacturing company to set up over 197 MW capacity across the state. Torrent Power, a private sector power generation company, has a large conventional power generation base and is now looking to expand the renewable energy capacity as well.

The company plans to set up 3 wind projects across the districts of Kutch and Bhavnagar in Gujarat. The projects are expected to be operational next year and shall help the company fulfil its renewable purchase obligation. Torrent Power also owns power distribution utilities in Gujarat which are required to purchase a set minimum percentage of electricity from renewable energy sources.

Torrent Power currently owns 50 MW wind energy capacity, operational in Jamnagar district of Gujarat. It also owns a 51 MW solar power project in the famous Charanka solar power park and is working on an 81 MW solar power project at Surat. The company is also developing 136.80 MW wind energy capacity in Rajkot and Surendranagar districts in Gujarat.

This large order is a healthy sign for the Indian wind energy sector which recently suffered a setback. The Indian government reduced the an important tax incentive that had benefitted several wind energy project developers for years. The fact that companies is still looking to invest in wind energy sector shows that the government’s push for compliance of renewable purchase obligation may be working.
